TL;DR: Google Play has more forms than the App Store, and new personal accounts have a
mandatory wait. If your personal account was created after 13 November 2023, plan on four to six
weeks (three at the very least): a few days of verification, at least 14 days of closed testing with 12 testers, about
a week for the production access review, then the release review itself. Organization accounts appear
to skip the closed test but need a D-U-N-S Number, which can take up to 30 days. Each step below has the
gotcha that gets apps rejected, a link to Google’s docs, and the free tool here that handles it. Your
progress stays in this browser.

Shipping both? Start the Play closed test early, since it’s the longest wait in either store, and work
through the App Store Submission Checklist while the
14 days run. The build requirements are the ones that block an upload outright; our guide to
target API 36 and 16 KB page size explains
both, and the account deletion guide covers the
in-app and web deletion paths Play asks for. For fees, review times and every other difference, see

Tools for every step
Why reusing iPhone screenshots fails
Google requires each screenshot’s long side to be no more than twice its short side. Modern iPhone
screenshots, like 1179 × 2556, are about 2.17 to 1, so Play Console won’t take them as they are, and the
same goes for raw captures from most current Android phones. Fit them into a 9:16 canvas at
1080 × 1920 with the Google Play Screenshot
Generator, which also meets Google’s minimum for featuring. Screenshots also
can’t have an alpha channel, and you need at least two to publish. Our guide to the
2:1 screenshot rule covers how to fix rejected captures.
Frequently asked questions
What is the Google Play 12 testers for 14 days rule?
Personal developer accounts created after 13 November 2023 can’t publish to production until they run a closed test with at least 12 testers who have been opted in continuously for at least 14 days. Then you apply for production access by answering three sections of questions about the test, the app, and its readiness. Testers who opt out before 14 days don’t count, and if someone opts out and back in, their 14 days have to be consecutive.
Does the closed testing requirement apply to organization accounts?
Google’s help page scopes the requirement to personal accounts created after 13 November 2023, so organization accounts appear to be exempt. Google doesn’t say “organizations are exempt” in so many words, so go by what your own Play Console asks of you. Organization accounts do need a D-U-N-S Number, which Google says can take up to 30 days.
How long does Google Play review take?
Google says reviews can take a few hours or up to seven days, longer in exceptional cases, and apps from new developer accounts may see extended review times. The production access application for new personal accounts usually takes seven days or less. Put together with the 14-day closed test and account verification, a new personal account needs three weeks at the very least from sign-up to a public listing, and four to six weeks is a more realistic plan.
Should I upload an AAB or an APK?
An Android App Bundle (.aab). New apps have been required to publish with app bundles since August 2021, and only apps created before then can still use APKs. App bundles also require Play App Signing.
What target API level does Google Play require?
Since 31 August 2026, new apps and updates must target API level 36 (Android 16). You can request an extension to 1 November 2026 from the Policy status page. Wear OS, Android TV, and Automotive have lower targets. If your app ships native code, it also needs 16 KB page size support; Google says updates without it can’t be released from 1 February 2027.
What if I lose my upload key?
With Play App Signing, Google holds the app signing key, so a lost upload key is recoverable. Create a new upload key, export its certificate as a PEM file with keytool, then in Play Console open Play app signing and choose “Request upload key reset”. Google doesn’t publish how long the reset takes, so back up your keystore and passwords before you need them.
What is the Data safety form?
A section in Play Console where you declare what user data your app (and every SDK in it) collects and shares, and why. It’s required for every app on a closed, open, or production track, even if you collect nothing, and it has to agree with your privacy policy. Google doesn’t verify it up front, but a mismatch found later can block updates or get the app removed.
How much does it cost to publish on Google Play?
A one-time 25 USD registration fee. Prepaid cards aren’t accepted, and the fee isn’t refunded if your account information is judged invalid. A D-U-N-S Number for organization accounts is free.
Why was my production access application denied?
Google doesn’t publish a list of reasons. Its help page says you may need to keep running the closed test, for example if fewer than 12 testers were opted in or engagement wasn’t enough. Developers commonly report that short, vague answers on the application get denied, so describe real feedback, the changes you made because of it, and how you decided the app was ready.
